Enhanced MultiSite Support

Is your enhancement related to a problem? Please describe.

We'd love to see some multisite-focused enhancements. We run multisites for an educational institution, and we would ideally have greater control over which features are enabled or even available. We'd also like to manage API keys at the network level, as we'd be paying for everything and would hate to expect our content providers to register and maintain their own (especially through staff turnover).

Designs

• The ability to set API keys at the network level
• The ability to register the plugin at the network level
• The ability to configure site settings for each site in the network (For example, all sites have Excerpt Generation enabled.)
• The ability to control which features are even able to be activated for an individual site (For example, let Site Administrators enable Title Generation or Excerpt Generation, but not Text to Speech.)

Describe alternatives you've considered

Some of this can be done with additional plugin code to filter options and what not, but that's usually clunky and requires constantly re-evaluating that plugin code as the plugin itself changes.
