BUG: Older blog post images sometimes have overlaid captions #4074
Description
Expected Behavior
Blog banners don't have a text overlay.
Actual Behavior
On some older blog posts with banners, there are some instances where a figure caption appears on top of the image:
Examples:
- https://18f.gsa.gov/2016/10/14/iterative-workplace-design-denver-federal-center/
- https://18f.gsa.gov/2016/10/11/getting-the-most-juice-out-of-the-squeeze/
From clicking around this seems to not be widespread and occurs when a figcaption is included on a post.
These captions should either be reformatted or removed and switched to alt text.
