[Bug] API Whitelist contains ::/0:0:0:0:0:0:0:0 but ipv6 can't access

Problem Description

I have set below config on IP Whitelist,but I just can't access via 1Panel app and it keep saying that my ip was't in the whitelist.

0.0.0.0
0:0:0:0:0:0:0:0

Steps to Reproduce

Setting ip whitelist as

0.0.0.0
0:0:0:0:0:0:0:0

The expected correct result

No response

IPv6 放行所有 IP 地址: ::
