[Bug] In version 2.0.15, closing the terminal leaves sshd processes running #11409

Problem Description
打开自带终端会产生2个ssd进程，关闭后会残留一个，多次打开终端导致local users数量及sshd的进程一直在增加
Steps to Reproduce
第一次开启终端会产生两个local user
root@armbian:# who# who
root sshd pts/0 2025-12-19 21:51 (127.0.0.1)
root sshd pts/0 2025-12-19 21:51 (127.0.0.1)
root sshd 2025-12-19 21:29 (127.0.0.1)
第二次开启终端会发现前一次关闭时残留的local users，同时又开启了两个local users
root@armbian:
root sshd pts/0 2025-12-19 21:54 (127.0.0.1)
root sshd pts/0 2025-12-19 21:54 (127.0.0.1)
root sshd 2025-12-19 21:51 (127.0.0.1)
root sshd 2025-12-19 21:29 (127.0.0.1)
root@armbian:~#
