Problem Description

在 1Panel Web 控制台上传文件时，界面提示“文件已上传成功”，
但实际上文件并未保存到目标目录。

浏览器控制台显示以下错误：
:8888/api/v2/files/chunkupload:1 Failed to load resource: the server responded with a status of 503 (Service Unavailable)

Steps to Reproduce

1. 登录 1Panel Web 控制台
2. 系统 文件
3. 选择文件并上传
4. 上传完成后，界面显示成功，但文件未实际存在
5. 打开浏览器控制台，可看到 503 错误
