What this PR does / why we need it?

This PR adds support for Bailing models in the MaxKB platform. Bailing provides two powerful trillion-parameter models (Ling-1T and Ring-1T) that offer excellent performance for various AI tasks. With 500,000 free tokens per day, this integration expands the model options available to MaxKB users and provides access to cutting-edge MoE architecture models.
