Fetch rate-limits for service account #180

Use Case
I created a 1password app (add-on) for Home Assistant. As a part of the functionality - it let's you monitor rate limits of the currently used service account (to keep the app within those limits).
I'd like to replace op cli with this package (to ease the build and testing process).
Requirements and desired behavior
Similar functionality and response like in the original CLI command:
op service-account ratelimit <service-account>
