在其他地方看到介绍，pac模式做一次预分流，避免去让v2ray-core处理，我很好奇pac的核心目的是为了增强自定义，还是为了减轻core负担，
因为我感觉只有core的路由规则是可以从 https://github.com/Loyalsoldier/v2ray-rules-dat 获取最新的分流规则，但是pac还是用的模板，
自定义和主动提pr更新都比较滞后，为什么不考虑 pac 也从这里去获取
