Clean out jupyterhub-home-nfs staging directories

The issue being corrected by #6128 may cause some issues for staging hubs and home home directory quota is set up on them. We will have to fix them one way or another.

Definition of done

• Investigate to see exactly how it affected staging directories
• Fix it, or blow them all away and reset it
