Context

The prototype dashboards deployed as part of #6567 are manually defined with the Grafana UI.

Proposal

We need to encapsulate the dashboard design with grafonnet code so that we can reliably deploy this dashboard en masse.

• Grafana dashboard design is encapsulated as grafonnet code in https://github.com/2i2c-org/jupyterhub-cost-monitoring
