Create plan for Canvas migration switchover #7785
Description
In order to perform the migration of UToronto hubs onto Canvas authentication, we need to agree a plan and timeline with UToronto. This is distinct from #7778, which refers only to user data.
Definition of done
- A timeline for migration is established
- A detailed plan of what will happen and what the risks are is outlined
- UToronto have confirmed their agreement with the plan & timeline
