[BUG] DatePicker always showing US format

Current Behavior / Expected Behavior

Date picker always displays dates in US format even though everything in the editing environment is set to en-GB.

This is confusing for our UK based site editors, dates should show in the format defined in the locale of either the browser or the one set in DNN.

Previous tickets mention that this has been fixed (and is now based on browser locale) but the issue still occurs.

To Reproduce (Steps, Videos, Screenshots, Apps)

The below steps have been tried with testing at each point:

1. Set DNN language to English (United Kingdom)
2. Ensure browser language is set to English (United Kingdom)
3. Change globalization in web.config to culture="en-GB" and uiCulture = "en-GB"
4. In 2sxc settings enable the en-GB option for Languages
