Use GitHub Discussions

Discussions are for conversations that need to be transparent and accessible but do not need to be tracked on a project and are not related to code, unlike GitHub Issues. Discussions enable fluid, open conversation in a public forum.

This is a nice feature, so we should give it a try.

• 📣 There are announcements, which are great to announce something like this post (or some new feature like the 4C docker image)
• 🙏 Questions should be asked here rather than in the Slack workspace. This will make the answers more accessible and searchable.
• For the other categories, we will see how they will be used.
• If in doubt about whether to open an issue or have a discussion, do either one. They can be easily transferred.
