无论在wifi还是4G下何时唤醒小智都能使用void McpServer::AddCommonTools()上传的MCP工具

What is the actual behavior?

在开机进入4G网络后，第一次唤醒小智无法使用上传的MCP工具（小智会回答无法操控或语音回复了但未执行工具），进入待机后第二次唤醒可以使用MCP工具了，在更换语言模型重启后也会出现以上现象；如果第一次唤醒小智后关机重启，问题继续存在

使用DualNetworkBoard，4G模块：ML307C/ML307R 切换到4G网络下对MCP工具进行测试发现第一次唤醒无法使用固件中上传的MCP工具（音量、亮度等）

我在Application::Start()函数里，在audio_service_.PlaySound(Lang::Sounds::OGG_SUCCESS)初始成功音效前向服务器发送了一段信息，想让服务器发一段语音，这是出现问题的原因：
