Roll Over on Fantom doesn't work #90
Description
Specifically, this is occurring on the WETH pool via Scream protocol on Fantom.
The error code is on the Comptroller contract.

I let Zefram know there is an issue here. I wonder if it has anything to do with a negative surplus as the fixed-rate offered is much higher than the floating rate Scream offers currently?
