docker/firmware-action: Add VPD support to coreboot container

Problem:

In order to provision ROMs the VPD tool is required as found here:
https://chromium.googlesource.com/chromiumos/platform/vpd

Task:

• Add vpd tool to coreboot container to allow the use of VPD
• Allow to add VPD key-value pairs on firmware-action's coreboot builder

@PatrickRudolph How on earth do I even build that thing? I am looking into ninja and gn for like 30 minutes now but I can't figure out how to even build it. I don't see any instructions anywhere.
