Coordinating changes for IAF release and new IAF-cycle test run

Issue description

At today's TWG we agree to start an issue and related PR to coordinate the upcoming IAF release and subsequent new simulation.

Everyone is welcome to edit this post such that we come to a checklist of things we'd like to include

ping @ACCESS-NRI/ocean !

Below "changes" list no longer being used, this is being managed by the project board

Sorry I was a bit slow on this - it may be easier to manage this using the MC_25km_jra_iaf label and a milestone on the project board.

There is a checklist template on the forum for a release, whomever is doing the release should make a checklist for the release from that. (I recall we skipped getting a training team review on the docs last time)

Also:

• IAF run fails in final 3hr #759 (should fix dev-MC_100km_jra_iaf: Remove partially complete year 2024 from datm.streams.xml #741 at the same time)
• Use model-tools deployments of mppnccombine and mppnccombine-fast #801
• Format of ACCESS-NRI affiliation is incorrect in CITATION.cff #797

Good catch. I've added to the above list and I've just tagged and milestoned and it's now on the project board below.

I've added them.
