Scanner reports all blocked ports as open. A linked service is no longer available.

Hello,

Less a bug, more a matter of understanding:
I thought that the slightly longer response time would allow a scanner to determine that a port is open and in use.
With "https://jsscan.sourceforge.net/jsscan2.html" it seems to be the opposite - it shows all ports as open when I have blocking enabled.
