Deploy Grafana on GKE

Deploy the Grafana Stack on GKE (Google's K8S) with ID observe-472521.

Use Helm chart for that.
1. We need an endpoint for the dashboard
2. We need an endpoint for collectors:
- Loki
- Mimir
- Tempo
- Prometheus
3. An external alloy shall be capable of sending events to before-mentioned collectors
4. Prometheus will scrape apps from the web
5. All these in a secure manner
