docs: Added docs/specs/riscv-iommu.rst in MAINTAINERS file.

Added docs/specs/riscv-iommu.rst under `RISC-V TCG CPUs` section in
in MAINTAINERS file since
`scripts/get_maintainer.pl -f docs/specs/riscv-iommu.rst` doesn't list any
maintainers.
