feature: maestro builder

Create an builder app that can be used with Maestro meta agents (a builder agent) to help human users create Maestro YAMLs that they can then execute as fully functional workflows.

PR AI4quantum/maestro#558 has first version of this builder. There are many things left to do, some listed below:

IMMEDIATE

• create new version of Maestro meta agents w/updated agents (@george-lhj)
• (WIP) connect to a Maestro meta agent builder (@george-lhj)
• refine UI for Maestro YAML validation (@maximilien)
• add way to view the Maestro mermaid of workflow (@maximilien)
• settings do not do much, either delete or capture user settings (@maximilien)

FUTURE

• allow history, so that user can prompt basic edits to an already generated response
• support multiple users, currently only one user
• support deployment on k8s
• refactor for any kind of YAMLs, currently only Maestro YAML
