on Debian buster, hot plug of raduino requires delay before loading

Reproduce

1. Start Settings Editor with Raduino (Teensy in this case) unplugged.
2. After SE starts, plug in raduino and refresh ports
3. select the port.
4. If you immediately hit read, will get a communication error detected by SE. If wait ~10 seconds and then read, it works.

Perhaps need to do a retry on this error. Probably Linux needs more time to initalize the port.
