Looking at the posted pcap file, I found this:

However, the PA document states the following initialization process:

Is the initialization process like this?

1. All the nodes' IP address has a distance of '0'
2. Prepares a broadcast with a single RIP message with IP 0, AF 0, and Metric 16

Well, the distance is not '0', it will not advertise that this node has a distance of '0' to any network. (But you can set it as '0' internally) However, your second process is right.
