AOSC OS on WSL 12.1.0

• Update root filesystem to 12.1.0.
• Target Windows 11, version 24H2 and the next draft C standard.
• Fix WSLg (add workaround for wslg support aosc-os-abbs#7218) by disabling tmpfs mounting in feat: mask tmpfs services for WSLg  aoscbootstrap#28.
