40-DE: do not source system configuration

Currently 40-DE in profile.d will source the system locale configuration /etc/locale.conf which is inappropriate that applications like lightdm will not be able to set their own language settings, and all users will be "obliged" into the same language that the administrator uses.

Possible solution to be discussed.

But here's the thing though, we would probably need a fallback routine to "still" use system configuration, say, for an AOSC live release, GRUB will provide users with language selection, as per man locale.conf permits.
