This adds a new crate named ciel.
Splitting core code into a new crate improves the code structure and abstracting Ciel core concepts (e.g. workspace and instance) into Rust struct make the code better organized and more readable.
Current, only a limited number of features are supported. The final goal is to let the new crate compatible with existing workspaces (3.8.x, 3.5.x, 3.9.x, 2.x) and capable for all jobs that the Ciel 3.5.2 can do, and then make the CLI to use this crate.
