Issue Description ✍️

Description: Implement a calling agent flow (IVR) under the chatbot directory to allow voters to call a number, verify identity (OTP), and cast/confirm vote. Store verification results off-chain; anchor a proof (e.g., a signed message or Merkle root) on-chain to prevent tampering.

Why: Inclusive voting for users without smartphones. The repo already has a chatbot folder to extend.

I have checked the repository and could not find any existing issue that implements the IVR calling agent flow under the chatbot directory. This appears to be a new feature request, and I would be happy to work on it.

My plan is as follows:

• Implement an IVR-based calling agent that allows voters to call a number, verify their identity using an OTP, and then cast or confirm their vote.
• All verification data will be stored off-chain for privacy and performance.
• An integrity proof (such as a signed message or Merkle root) will be anchored on-chain to ensure tamper-resistance.
• The feature will be added inside the existing chatbot directory to maintain project structure.

✔ Environment Readiness

• Node version matches the project requirements.
• Using the same npm version as the repository.
• My branch is already synced with the latest development branch.
