[UX] Missing loading state on Create Election button

Description :
Currently, when a user clicks the "Create Election" button the request goes out but

, there is no visual feedback (spinner/loader) while the request is processing. The button remains static, which confuses the user and giving the feeling of a broken button

Expected Behavior
The button should show a spinner state and be disabled until the transaction either confirms or fails.

Current Behavior
The button shows no change during the proccessing delay.

Note
I have already identified the fix and implemented a isLoading state locally. I will open a PR for this shortly.
