Improve README with proper project description and setup details

Hello! I noticed that the README currently contains placeholder TODO text and does not clearly describe the purpose of this repository.
I’d like to improve the README by:

1. Replacing TODO placeholders with a proper project description
2. Adding a brief overview of what ContributorAutomation aims to do
3. Improving clarity for first-time contributors
