Add a build cache on Archer2

It can a long time to build on spack the first time. This might be avoided by setting up a build cache. Common dependencies would be copied directly from a central folder, without needing to rebuild every time. This should considerably decrease the amount of time to build packages with spack ( especially the first time ).
