Project specific configuration #33
Description
Some projects ( i.e. n02 ) might want to have their own configuration of top of ours. At the moment this cannot be done as we already use the system config scope. Is there an easy way for projects to override our configuration.
One possibility is that they would use an environment. Another possibility is for us to move out config to site spack, but this makes the repo slightly harder to manage as the config will need to be copied into the spack folder.
