feat: Add CMakePresets.json

Added a CMakePresets.json with "ci" and "release" presets
for configuring and building. We can now build the project
from Jenkins with just
    >>> cmake --workflow --preset ci
This has the added benefit that a user can update the settings
used by the CI/CD pipeline without having to mess with Jenkins.

(N.B. This preset file requires CMake 3.25.)
