1.6.0-RC Hires-fix + Refiner process order issue

Refiner should be applied as a percentage of the first pass and not as a percentage of the second pass. Because right now when you turn on both Hires-fix + Refiner, the refiner has very little impact on the image.

Since the refiner is trained on 1024x it makes more sense to apply it on the first pass and then upscale the latent.
