RuntimeError: Torch is not able to use GPU; add --skip-torch-cuda-test to COMMANDLINE_ARGS variable to disable this check，I can't find the variable in the launch document, what should I do?

Exactly what it says : you could start with webui.bat --skip-torch-cuda-test or add it to webui-user.bat
