Always get 'OSError: [WinError 5] Access is denied:' no matter where I put the folder, what permission I gave it.

Hello,

This has been a very frustrating experience. I followed all the instructions on the page. And I can run the WebUI without extension perfectly.

However, as soon as I try to add an extension, every single time it gives me an permissions error: OSError: [WinError 5] Access is denied: X:...venv\Lib\site-packages\cv2\cv2.pyd

I have tried to run the cmd with admin; have tried uninstall any third party virus software; have granted the folder permission to 'Everyone'. Yet it still happens.

I am now thinking about to have a dual Linux system to get the stupid full access.

Could anyone share any insights on it?
