Problems with pip installing (ProtocolError)

Hello,

I recently tried installing stable diffusion, but I keep getting pip errors and cannot get any further. I already tried:

• fresh install of python 3.10.6
• restarting Windows
• installing python for ALL USERS and adding it to PATH
  but I always get this same error with pip when any package is attempted to be installed:

Has anyone else had this problem?
