Settings->User Interface not show up.

As a freshman, I learned from some tutorial to download some extensions and goto user interface setting page to enable it. like language pack and clip skip option.
But User Interface link is not clickable.
I installed 3 times on ubuntu / windows and docker ubuntu. they all same.
I searched both issues list and discussions list. There is no one mentioned this issue.
I think it must be something I don't know, not a software issue.
Does any one know how to solve this? thanks a lot.

I know it now ..... the layout in video tutorial and mine are different.
