Added support for Intel GPU

I have a laptop, it's not high end. It is 16GB RAM, 8GB video ram (Shared) Intel UHD
I test out OpenVino. It gens faster than Stable Diffusion CPU only mode, but OpenVino has many stability problems. Is there a way to enable Intel UHD GPU support with Automatic1111? I would love this. It gens so fast compared to my CPU. My CPU takes hours, the GPU only minutes. I know ideally just be rich and go buy very expensive machine, but I don't have the money. Same here, mine is 8GB RAM, 4GB Shared VRAM intel 620HD even cpu is the low power version (the one with U at the end) can't even generate anything more than 480x480, I tried many different ways, even openvino, fastest one so far were (tested on 256x256, same seed,CFG,prompt,20steps (won't share the prompt since it was unsafe)) :

1. ONNX(CPU) (Optimum), py script (about 3.05s/it, quality was lower, might have needed 4-8 more steps to get same quality as 3-7)
2. OpenVINO(CPU) (Optimum intel), py script / self made small kivy GUI (about 3.17s/it quality/result was same as ONNX)
3. Vulkan(GPU) (Koboldcpp image generator), web UI (about 4.95s/it)
4. CPU on A1111 sd-webui (about 5.89s/it)
5. OpenBlas(CPU) (Koboldcpp image generator), web UI (about 8.3s/it)
6. CLBlast(GPU) (Koboldcpp image generator), web UI (about 11s/it)
7. CPU on A1111 forked OpenVINO toolkit sd-webui (about 11.98s/it)

and some others but either they were unstable or took too long per iteration.
