How does resizing work in upscaling?

Hello, guys, in Stable Diffusion when I choose a resize multiplier of 4, from a 600 x 898 image I get 1664 x 2488, and not the 2400 x 3592 pixels that I was supposed to get. Can anybody explain how it works? Why is it not multiplied by 4?
