I keep getting this error when installing the webui-user.bat please help

I keep getting this error saying could not find a version that satisfies the requirement torch==2.1.2 (from versions: 2.2.0, 2.2.0+cu121. 2.2.2, 2.3.0+cu12)
No matching distribution found for torch==2.1.2

I tried installing python 3.9 to 3.12.2 but non of it worked. I keep getting the same error when using hugging face as well

Install python 3.10 and delete the venv folder.

Or use this instead. Extract it, run update.bat, then run.bat.
