How to download all dependencies without starting the webui? #16094

Script launch.py installs all the dependencies and then starts the webui, i need to avoid this. I think i can't just install with pip andrequirements_versions.txt file, because there is torch without a version in this file, but in logs i see that launch.py install a specific version of torch (Collecting torch==2.1.2)
