Problem with inpainting

No noise is added to the inpainting. Lets say im trying to add background to a flat background, to make it more complex. However, no noise is added to my masked/unmasked area so it can diffuse it into a background, or any part of any image for that matter. Its still a flat color background, its been an issue for months but iv just lived with it. Last time i know that it worked was a year ago, where i used it to redraw parts of generated images, it worked as intended. I have updated a1111 three or four times since then, so its not an issue for just a single version. Now i wanted to add background to images for training dataset, so i have to get it to work. Almost always the output is 100% identical to the input image. Regardless of what the settings are, random seed and changes to the prompt included. Controllnet have some ability to change it, but even then the images stay 100% the same regardless of the other settings.
