Program Won't Launch: Can't Create venv Directory

I followed the instructions for the automatic installation, but when I run webui-user.bat, I get the following output:

• There are two other posts reporting the same issue, Unable to create venv in directory? #7914 and Trouble with start webui-user.bat!!! Please help me! #6984, but no answer was given, and the poster never followed up.
• I installed Python 3.10.6, and, as referenced by #10245, I checked the "add path variables" box.
• I downloaded the depository, as instructed.
• I installed torch and CUDA, as some other answers online suggested.
• I even tried manually creating the venv folder.
  But I'm still seeing the same issue. Please help 😭
