I tried everything like using a VPN, updating the latest graphics card driver for my AMD card, updating the latest version for pip, installing python version 3.10.6, deleting and cloning repositories, using the latest git display, running as administrator but still get that error:(

Wait no i don't help anymore! Beacuse i just realized i forgot to reformat my hard drive from ExFAT to NTFS and then reinstall it and it ran fine????
