Custom model or hypernetwork?

I am getting a bit confused as they both seem to do the same thing. I understand the hypernetwork can stack on top of the model, but is that really the best method? What if I am going for major overhauls like cars for example, would it be best to make a custom model or just a trained hypernetwork?
