Utilization at default settings (inclusive xFormers) only at 60% on a RTX 4090

Hello!

I am satisfied so far with the performance of SD webui which is at 21it/s for a 512x512 image. But I realized that the GPU utilization is never higher than 62% while the power usage is at around 230 watts (from 450 watt available). I tried thousand things but the only thing which helped to bring the GPU utilization to 99% by a consumtion of 350% was to add the parameter --no-half. But this makes no sense because the image quality is exactly the same while the generation process takes longer. (not much longer because the GPU is working with 50% more performance but finaly longer).
I would like to know what the techical background is for this. And if there is a way to take the full performance from the 4090 without adding the --no-half parameter.
