German Localization Extension

[Strothis]

I updated the german localization to support all current updates/extensions and converted it to an extension. I don't really know where to ask but it would be nice if a Contributer could add my repository to the Extension-index: https://github.com/Strothis/stable-diffusion-webui-de_DE

I have been previously and i suppose GitHub was smart enough to keep that in mind as i'm also still Collaborator on the Webui Repo

I also made a python script that merges all previous translations into the new template. Maybe I can work that into an extension for the interested as well
