Adding VQFR for WebUI face upscaling

I've been experimenting with this with some success. I was wondering what everyone thinks of adding this into the WebUI?

a few hours ago, i was looking at the dependencies listed in requirements.txt and checking repos, i came across that one too, it looks very interesting. it would be great if it could be added, at the end of the day it's another option.

We should fix the LDSR upscaler not auto-downloading first, certificate error when LDSR selected.
