make contributing translations easier

The current workflow of adding languages is complicated as it requires contributors to develop extensions (https://github.com/AUTOMATIC1111/stable-diffusion-webui/wiki/Developing-extensions). The previous method of having JSON files in the repository seemed to have been easier but was removed. I couldn't find a related issue as to why the JSON files have been moved to extensions.

Why have the translations been moved to extensions?

PS I am the maintainer of inlang/inlang. Dev-first localization Infrastructure that includes an editor for contributors without any sync/pipelines/whatsoever. If there is interest, I could open a PR

I missed the comment in the commit. Thanks! @AUTOMATIC1111 the workflow does not seem optimal/low friction for contributors. Can I/we (inlang) help with lowering the effort for you as a maintainer?
