New extension: gif2gif

I know, it's a pretentious name for such a little script. Creates a very short pipeline for animated GIF-to-GIF operations. Extensions like Deforum are awesome but pretty intimidating if all you want to do is "img2img, but with a GIF." Light animation options like FPS control and PIL interpolation. Drop the GIF into the script window and go.

Overall intention is to create a short, fun, approachable workflow. So far at least I'm having fun. :)
